Press release – PPC Calls for Stronger Election Integrity Measures in Submission to Elections Canada

OTTAWA, ON, November 21, 2025 — With public confidence in Canada’s electoral process declining — especially around mail-in ballots and inconsistent rules across ridings — the People’s Party of Canada (PPC) is urging Elections Canada to strengthen transparency, modernize digital systems, and ensure voters can trust the integrity of federal elections.

The PPC has submitted its formal recommendations following this year’s meeting of the Advisory Committee of Political Parties (ACPP). The submission focuses on restoring voter confidence, improving system clarity, and ensuring a fair, accessible process grounded in the principles of Freedom, Responsibility, Fairness, and Respect.

“Election integrity must be more than a slogan — Canadians need to see and understand that the system is secure, transparent, and fair,” said Maxime Bernier, Leader of the People’s Party of Canada. “We’re putting Canada First by pushing for improvements that strengthen confidence in how elections are run and ensure that every voter is treated with respect. That’s the foundation of a democracy that remains truly Strong & Free.”

The PPC’s submission highlights recurring issues raised by voters, candidates, and volunteers during the 45th General Election — from declining trust in mail-in ballots to outdated digital tools that made it difficult for voters and campaign workers to access key information.

Key Issues Identified by the PPC Include:

• Strengthening public confidence in mail-in ballots

Despite increased use, trust continues to fall, particularly among younger voters. The PPC is calling for clearer communication, stronger safeguards, and improved transparency so Canadians can trust the process.

• Reinforcing consistent rules across ridings

Voters and local campaigns reported contradictory guidance from Returning Officers. The PPC urges Elections Canada to reinforce national standards to ensure equal treatment in every community.

• Modernizing Elections Canada’s digital systems

Website crashes, outdated pages, and confusing navigation created barriers for voters, candidates, and volunteers. The PPC recommends upgrading Elections Canada’s public-facing website and improving the Electronic Financial Return (EFR) platform to strengthen accessibility and reliability.

• Reducing banking barriers that discourage participation

Candidates across all parties encountered inconsistent or unnecessary requirements when opening campaign accounts. The PPC urges continued work with the banking sector to promote clear, consistent national practices.

• Advancing proportional, risk-based compliance

The PPC supports a compliance approach that maintains strong standards while recognizing the realities faced by volunteer-driven campaigns and smaller political parties.

Over the past year, PPC volunteers and candidates repeatedly reported confusion, inconsistent rules, and preventable administrative challenges. These recommendations ensure those concerns are now part of ACPP deliberations and Elections Canada’s ongoing operational review.
